Yishen Chan is Director, Spectrum Policy and Regulatory Affairs (APAC) at GSMA. He oversees GSMA’s policy advocacy and engagement on radio spectrum management throughout the Asia Pacific region. In this capacity, he works extensively with governments, regulatory bodies, international organisations, mobile network operators, and other stakeholders within the broader mobile industry ecosystem, covering technical, policy and regulatory aspects of spectrum management for mobile services.

Yishen also has broad experience across policy, regulatory and technology topics within the TMT sector. Prior to joining GSMA in 2022, he was a Director at Plum Consulting where he led numerous consultancy projects and advised governments, regulators and industry players around the world. His previous experience also includes roles within regulatory authorities in Singapore and the UK.
